Has anyone ever had to try and block calls from one specific outside caller with one specific ANI to one internal user?

If you're using H.323 on the gateway, one way to do this is with a voice translation rule. You can use the "reject" keyword when creating the rule. Take a look at the following link.

Thanks for the response! No, all I have to work with is ccm 4.1(3) and mgcp gateways on both 6608's and cmm mods. :(

hi!
you know, i read this document and it looks like the only way to reject calls is based on the dialed number. I want to know if there is anyway to block calls from a specific number... ???

Yes, in the translation profile, you can use "translate calling" along with the "reject" keyword in the rule to block callling numbers.
