Query DC dirctory from application

I have Call Manager 4.1.3 using DC directory.

We have an intranet application that we would like to query Call Manager every so often to get the latest Global directory information. Information we would like is Last Name, First Name, Ext. and Department.

Can a application query Call Manager?

Do I need to provide any user credentials for the application to access the DC directory?
