Whenever I make changes to the ACS server and need to restart the service, it seems to get hung in the "stopping" mode alot.
I have to reboot the server alot to restart all of the services again.
Is this a common thing?

Exactly what patch version of 3.3? There were a few bugs in 3.3 that may account for this.

Based on some other service requests I saw, you may be hitting CSCsb99213. You might try updating to 3.3.4 plus the latest 3.3.4 patch (12.2) to see if it helps this problem.

The patches on top of 3.3.4 can be downloaded from http://www.cisco.com/cgi-bin/tablebuild.pl/acs-win-3des , but they require 3.3.4 already be installed. I'm not sure where the 3.3.4 update can be obtained from. You might try the Product Upgrade Tool at http://www.cisco.com/upgrade/ .
