CUE VM Only w/o a physical IP Phone

Can Unity express CUE offer VM Only accounts without an associated extension showing on the phone?

The end user would like to offer VM only accounts for temp users that do need a physical phone but need VM access.

Is this posssible with CUE

How would they access VM? Of course you can have mailboxes without CCME or CCM associated extensions.

P. Thanks for the reply.

The idea is that this org has many temp people and they do not need a physical phone or primary extension associated with their name. The temp users will have access to a lobby phone then from there dial pilot number 777, press * followed by ID/password. In CUE I know I can configure the users/mailbox however, CUE is telling me that Initial setup can only be done from the primary extension witch this temp users do not have.

I'm doing soemthing wrong?
