Can the CSS block file sizes?

Hi, I'm new to CSS, so I apologize if this is a ridiculous question. I have a CSS load balancing some web servers which allows users to post their resume for job applications. I've been asked to see if the CSS can block attachments that are larger than a certain file size? And if so, can the CSS then send back a page notifying the user that the attachment was too large?

I have this problem too.

This can be achieved by using a html optimizer to remove any white space you dont always need .css to reduce file size.
