Unified Personal Communicator in a decentralized setup

I am currently designing Unified Personal Communicator in a decentralized Cisco call processing setting. For cost reasons, I do not want to deploy personal communicator in all the sites involved (about 4 sites - growing to 22 sites in the future). My client has insisted that they want decentralized call processing in the enterprise network. However, they said they would like to have Personal communicator installed. This Pers. Comm. would would be used by certain users in the organization in all branches for collaboration.

Must I deploy a Personal Communicator in all branches, or do I deploy a central Personal Communicator at the HQ, and have all other users using Personal Communicator in all branches connect to the HQ before using this Personal Communicator?

I have this problem too.
