Can a switch 2960 be a switch layer 3?

No It cannot be a L3 switch. Its a pure L2 only and cannot be upgraded to support L3 features.

There is no routing capability at all for this switch as previous poster said it is layer 2 only , the only reason it has an ip address is to manage the switch, routing is done via an external l2/3 switch or router .

Looks the only code available is the Lan Base image and no Enhanced image availabe that would allow you the option of using ospf, etc.

Although, that said, most base images allow you to turn on inter-vlan routing on the switch using the command 'ip routing'. But it is very basic.
