content engine (proxy) error

Hi Friends,

I have received complains from users in one particular country who are unable to access any particular ftp websites (ftp://ftp.dell.com for eg.). When trying to access ftp websites, its pops up with an error (attached). I am able to access the ftp websites from any other country locations. Users are trying to access the ftp websites for the first time. I cant remember of any changes to the network of late. Any assistance with this is highly appreciated. Thanks!

In proxy mode, the Content Engine services any protocols for which it has been configured. The supported protocols are HTTP, HTTPS, FTP, MMS, and RTSP. If the Content Engine is not configured to support a received protocol, the proxy server returns an error.
