You should most probably have a one-to-one relation between VRFs and VLANs according to your design.
As for configuring BGP per VRF, you need to use address-families, something like this:
ip vrf test
rd
interface x
ip vrf forwarding test
ip address x.x.x.x
router bgp
address-family ipv4 vrf test
neighbor remote-as
network mask
