After setting the date and time using the "clock set" and "copy run start" commands on the Catalyst 3560 switch, the date and time settings reverted to Mar 1 1993 after powering off and on the switch. Is there a way to save the clock settings permanently?

I do not have specific experience on the 3560 but I know that many of the lower end product line of Catalyst switches and IOS routers do not have a built in clock chip that remembers time over a reboot. The time reverting to Mar 1 1993 is typical of these devices. There is no command that will change this behavior.
The best solution to this is to have some router in the network that learns time from an authoritative source or that has the built in clock chip and for that device to be configured as an NTP server for the 3560 and similar devices.

Try setting it to a public NTP server
ntp server 129.7.1.66
ntp server 139.78.100.163
