It is one of the rules of BGP that a route learned from an IBGP peer cannot be propogated to another IBGP peer. So if you want all your IBGP routers within your AS to know about all routes you need to set up IBGP sessions between every IBGP router. If you have a lot if IBGP routers in your AS this soon becomes an awful lot of sessions.

So what you can do is make one of the routers a router reflector. You then make your other IBGP routers route reflector clients of that route reflector. Each IBGP speaking router now only needs to create a session with the router reflector. The route reflector is allowed to send routes learnt from one client to another client.
