Outbound Option questions

I have a few questions about Outbound Option 7.1:

1. Is there a manual or programmatic means of stopping a running campaign?

2. When a new import is processed and the option to overwrite the existing list is selected, how does it impact any currently running or stopped campaigns that use the import? Is the Dialing List cleared and recomputed based on the new import? What happens to personal callbacks from the previous Dialing List?

3. Is there a programmatic mechanism for adding campaigns, imports, and query rules? If no API exists, can the central database be modified directly to accomplish this?
