For the NSAP adress we have this format
AFI IDI HODSP SysID Nsel
the address of a router in area 4 for example can be
49.0004.0505.05FA.0555.00
49 is AFI and 0004 is the HODSP
so where is the IDI which is up to 10 butes long ??
