How i wish there is a CTC offline so that we can simulate circuit creation etc. Can CISCO deisgn a software for this?

While not a CTC interface, the Cisco tool for planning and designing optical transport networks is Cisco Transport Planner (CTP).

CTC's purpose is to be a graphical craft interface and will likely never be developed or released as an offline product. I can't imagine a business case that would justify it.

If you want to "simulate" circuit creation etc. via a CTC interface, you must either do it live on unused nodes or capacities either in your production network (not recommended as a good place to make mistakes!) or on lab nodes.

If you take an ONS class, they include a lab for you to work on "live". Also, if you are planning a major purchase or deployment, Cisco has an optical lab in Texas that they can configure to recreate your target configuration in order to do a "dry run" configuration.
