SCCP Unable to bind

When trying to bind SCCP i get the following debug error on the gateway:

Jun 14 2007 16:34:56.596 UTC: sccp_parse_control_msg: rcvd register rej, reason: Max Phones Exceeded

What does this mean exactly?

Unable to access voicemail system from phone outside Call Manager Express. As a workaround Change MTP tag name to have all capital letters and save config
