Are there any windows tools to stress test the ethernet network or T1 line?

A good stress test on any media would be a traffic load on it. You will require a traffic generator. Ixia and SolarWinds make traffic generators. However the quick way may be to get multiple Windows machines and perform numerous PINGs from them with their packet sizes set to 1500. This will generate a lot of traffic hopefully enough to meet your needs. Or you can perform an extended PING command from your router. You can set the data pattern from this command to shoot all 1's or all 0's on the PING. You can also set it up to PING in data sweeps that range from minimum to maximum stressing. Hi,
Generating Traffic for the Testing using Ping Test using multiple PC's is a best option.
But, probably if you don't have any restrictions on MTU Size then you can increase the Packet Size to "18000" even. This will generate more traffic on Link & use the full bandwidth even.
Making Huge Utilization of Link will start lead into Link Burst. You can analyse this by verifying the Buffer Status, Controller Status, etc., for the Outputs.
