Which NPE type do you have on the VXR ?
1000 calls is 100 Kpps that is not out of this world, but still a sizable number.
The 7200 supports generating CDR via radius like all the other platforms.
The manual for sip to sip is at:

Hello,
NPE-300 is not super-powerful, but enough to start. Once you notice excessive CPU, replace with 400, or even better, G1 or G2.
Good luck!

You need an IP-to-IP gateway image, also called SBC. The filename ends with _isv. I would use recent 12.4 or 12.4T
