Call from a telcom switch via PRI into AS5400 will fail intermittently on the outbound SIP leg

Switch-->PRI-->AS5400 POTS dial-peer-->voip dial-peer-->SIP Long Distance carrier

The following cause code is listed on the CCSIP debug:

Reason: Q.850;cause=102.

Here is where the disconnect occurs in the CCSIP all debug:

Jun 18 10:07:25.104 CDT: //1921806/74B317FDA53A/SIP/State/sipSPIChangeState: 0x66F46638 : State change from (STATE_SENT_INVITE, SUB)

Jun 18 10:07:35.044 CDT: //-1/xxxxxxxxxxxx/SIP/Event/sipSPIEventInfo: Queued event from SIP SPI : SIPSPI_EV_CC_CALL_DISCONNECT

Jun 18 10:07:35.044 CDT: //1921806/74B317FDA53A/SIP/Info/sipSPIValidateGtd: Signal Forward disabled

This is 12.3(11)T8

Thanks
