We are planning to deploy a metro ethernet service offering MPLS VPN and EoMPLS.We have choosen the following router. Clients will have point to point fiber connection to the PoPs on a ME3400 switch and this switch will have a truck to the 7204 router. Will it be sufficient for such a small metro provider at the initial stage ? please advice.

With the VRF and L2VPN number given and also considering the future scaling and expansion, I would honestly suggest go for a 7606 to start with.
The vis-a-vis cost impact going for a 7606 chassis with minimal modules wont be high, considering the number of VPN customers involved.

7606 with 1 gig of memory dual 720 sups and 1 48 port 100/1000 ethernet module should be fine to start with.
You may want to get a quote locally from Cisco SE to check your discounts and compare it with 7200VXR option.
