The expected behavior for linear resource selection is as follows:

The Linear sequence will start at the top of the list and step through the list from top to bottom for each call. The Circular sequence will start from the top on the first call but remember the last agent that was selected and move to the next agent on the next call. After stepping through all agents in the list, it circles back to the top.
