Low volume on Unity Connection message playback??

Users at a remote site access their voicemail on a UC server. Codec over the WAN is 7.29. Calls are received on local POTS lines on the remote gateway. If Ring no Answer goes to UC over the WAN. Users are complaining that when messages playback they can hardly hear them. After reading some documents on Unity volume issues posted by Lindborg I wanted to first approach the problem by an increase of volume on the incoming calls to the FXO ports, but I do not want to set input gain or output attenutaion to values that will introduce ECHO. The original default values on the FXO ports are:

input gain 0

Output attentenuation 3

Anyone have any suggestions as to what setting I could start with on the voice gateway to first increase the volume of messages played back without introducing ECHO on these ports??

Or if you think my problem is UC what settings in UC could I set to increase the volume of message playback??
