Backup service configuration

I have a requirement where I have my service available and listening on two server machines. However, all traffic should normally go to one service, and failover to the other service when the currently active one goes down.

I have looked at primarySorryServer configuration, but that does not seem to address the need.

Any suggestions as to how this can be configured?

Clarifying my question, in case it is unclear, we have a COTS application that is not really clustering capable, but it can have two instances up and running. The second instance can take over the work as soon as the hardware load balancer determines that the primary has failed.
