I'm a little puzzled here, I have a guy with a brand new laptop that can't pick up a dhcp address from the Cisco router but he can if he plugs into his little wireless network router. I had him take another machine on the Cisco network and do a release / renew which suceeded ok. With Wireshark running we can see the address 0.0.0.0 sending out 4 discover packets but there is never any reply from the router. Does anyone have any ideas or router troubleshooting commands I can use?

What is he actually plugged into on the network a switch ?

He tried it from 2 different ports, the ethernet port on his phone and a wall jack which goes to the switch directly. At any rate, we eventually decided to try rebooting the router and that fixed everything.
