CRA through PSTN hear silient

Hi All,

I installed CRA 3.5(3) in my environment. If the call through PSTN as following:

PSTN--Cisco3845(H323-GW)-Call Manager/CRA

Sometimes far end just can hear silent instead of the greeting prompt, but sometimes it's ok. and I found that if the CTI port groups have more CTI ports, the chances for hearing silent increases. I have tried to reset all components but it's still the same. if I cut the CTI port groups to just contain only 1 CTI ports, almost all calls are ok. Does anyone know the problem?
