Incoming calls should be on priority rather than outgoing

One of my department phones incoming calls need to be on priority. When they are on outgoing call, if any incoming calls receives, the outgoing call should be disconnected and incoming call should be taken. I think, something need to be done with MLPP. But, I am not good enough in this concept. Can anyone please guide me the steps to meet my requirement?

Can you state, are you using CCM, and which version if so ?

Using CCM 4.1 and MLPP has been configured in voice gateway.
