When a SRST site is fallback mode, what kind of features are available to the IP Phones at that site?
Transfer?
MOH?
Conferencing?
Is there a feature list or doc I can pull up?

This is the best I could find. It's the v4.1 data sheet, which nicely shows what the previous versions had.

You will need to work with it to experience it yourself though and fine tune your feature list. If it isn't listed, assume it doesn't exist unless you test it. For example, in SRST mode, you can't backspace when dialing. Not a big deal, but that isn't documented in CallManager as far as I can tell and it's not documented as not available in SRST.
