Avaya IPT - LLDP/DHCP issues

We are having problems with our Avaya IPT phones after power outages at our site. Some phones will not come back up once power has been restored to the facility. The DHCP server is at the same site. Phone show error "Waiting for LLDP". They have to be manually reset before they start functioning properly. Any ideas of how to fix?

I've seen that before at a client, and here's what Avaya said:

96xx IP phones use scope option 242. If you only have 176 defined, the 96xx IP Phone will display "Waiting for LLDP" because the DHCP server is not telling the phone where to connect.
