is there are router with both Fiber-optic (SM) and E1 interface that can act as a redundant on a both Microwave and Fiber Optic transmission.

You need to buy a modular router like the 2600 XM series or 3000 series routers and then insert these cads seperately in the router

You can think off about going on for New Cisco ISR series routers coz Cisco 2600 series have reached EOL/EOS stage...
