Both servers can originate the VTP advertisements, and the client will finally accept the higher revision number advertisement, further on the whole domain (servers and clients) should be updated with the highest revision number advertisement.
As mahmoud said all the switches in the vtp domain should have the same CNR,if any of the switch doesnt have the same CNR it means that it doesnt have the current vlan database information.
As Mahmood has stated, at steady state all the switches should have the same revision number, the higher revision number updates the lower revision number until all the switches have the same revision number.
