Have purchased a new ISR 2811. The 'Cisco Regulatory Compliance and Safety Information' pamphlet states that the ISR should be grounded during operation.
WOuld I be taking a risk if I configured the ISR 2811 without the ground in place? I do not have the ISR connected to my WAN or LAN and will not while configuring the device.
Any thoughts on my doing the config without a ground in place?

Perhaps I am not understanding something about your post but whether or not you have your WAN or LAN connected does not seem to have any impact on whether your router has a ground or not. In my experience many people install and operate routers like the 2800 series without installing the earth ground that is described.

Mostly the rack you use to mount your devices would by itslef be grounded and in this case a seperate grouding would not be necessary for the device.
