Yes you can assign this to any vlan, it doesn't have to be vlan 1. Just a lot of example use that.
You are trying to give your vlan interface a subnet address and not an IP address.
Try
ip address 192.168.1.x where x is anything from 1 -> 254. That will work.
IP subnet zero does not mean that you can use a subnet address as the IP address under the vlan interface.
