Depends on CM version.
4.x - > Service -> Service Parameters.
5.x -> System-> Service Parameters.

Maximum Meetme conference unicast is currently set to 24. Any other settings that I should look at?

Are you doing any transcoding between sites? If so, this maybe the issue.
