Hi
We will buy two ASA 5520 do failover, one ASA has CSC-SSM, no CSC-SSM in the failover one. Is it ok to config ASA failover with one CSC-SSM?

The units need to be the same in every aspect.

If we don't need CSC failover, only firewall is failover, is it ok with one CSC in the primary one?

No your system will not function properly. The two ASAs must be the same in every aspect hardware and software. The ironic part, although I do not see a setting for this, should the CSC have an issue, the unit will fail over.
