All, How can you tell which CM is the active CM serving Client requests?

Well, you can have noth Publisher and Subscriber work as the Active CM at the same time for different devices. The most simple way to find out which CM a device is registered to, you can do a find on CM Admin Page for the device. Under the result page or device specific page, you can see which CM it is currently registered to. Also, to know how many devices have registered to each of the device, you can use RTMT.
For more information on about RTMT, please check http://www.cisco.com/en/US/customer/products/sw/voicesw/ps556/products_administration_guide_chapter09186a008070fed1.html

I would perhaps clear the port counters of the switchports which attach the CCM boxes.
Then simply make a few calls. Return back to the port counters and you should easily be able to identify the active by virtue of a higher in/out frame count. Pretty simple but should get you there quite quickly. I would advice to carry this out during a very quite period particularly if the environment is +250 users.
However, remember if some load-sharing mechanism was implemented in the original design. Then 50% phones might be using 'CCM-A' and other 50% 'CCM-B'.

cant you not check on the phone itself?. if you access the phone through the GUI via its IP and go the config you will see which CCM is active and which is standby.

Also you can check Accessing the IP Phone Device Itself. Press the Settings Button => Network Settings => you will find the Cisco Callmanager 1 & Cisco Callmanager 2..The one that the IP Phone is currently registered to it will have the Flag " Active " beside its name , and the other will have the Flag " StandBy ".
