3560 using LLDP with Nortel IP phones

We have 3560's running IOS 12.2(37)SE with Nortel 1120/40E IP phones. We wanting to use LLDP-MED for assigning the voice vlan to the IP phones but the switch doesn't seem to send the vlan number as part fo the TLV network policy discovery.

Has anyone got this to work?

The undersize error counter is incrementing when no undersize packets are present. This condition occurs on IEEE 802.1Q tunnel ports connected to a other company IP phones.
