I have customer who want 24 port Gigabit Switch but he has 120 Notebook users which will be best suitable option Manage or unmanage

It depends on the cost as well as the requirement of the client,its all ways recommend to go for a manageable switch for easy troubleshooting as well easy to manage the network,

Basically availaibility of Users doesn't match the required ports.

Anyhow, selection of Manage / Unmanage Switches depends upon the LAN setup. If there is no kind of VLAN Segmentation, Port Security Feature Usage, etc., and if all the users were directly connected to the Internet / corporate network to use the Infra..means you can go for Unmanaged switches.

If all the above like VLAN Segmentation, Port Security Feature required means you can go for Managed Switches.
