Hi
I have a router interface that shows the line protocol is down. However I see packets incrementing over the line, although no traffic is running over it.
"2 packets output, 44 bytes, 0 underruns"
Is it correct if I say that these 2 packets are sent from the router every so many seconds to see if the line has come back up?

It is very likely that the packets are keepalive packets which are attempting to discover whether the line is useable or not. If the link is changing state (going between protocol down, protocol up briefly, and then protocol down again) it is likely that they were transmitted in the short interval when the protocol was up. Can you clarify whether the protocol state is consistently down or is changing briefly?
