Need to confirm CSC-SSM behavior after modification

Whenever I apply change in HTTP scanning (url blocking, file blocking), the CSC module will reboot by itself. Is it normal? Below is the log i see when it happens.

I think that CSC always reloads (not reboots) the configuration after a config change has been done. The log "CSC SSM scan services are reloading because of a pattern file or configuration update" only means that config is reloaded, which is normal.
