CTI Route points are not able register with other subscriber

Hi,

We are running CCM Cluster with 4.1(3)version. Also having one IPCC Express 4.0.

We are created 4 CTI route points in CCM & mapped these Route points in IPCC Express (JTAPI Triggers).

These Route points are having a CCM group with Call manager list Subscriber1,Subscriber2,& Publisher.

Recently we are shutdown Subscriber1 and Publisher. During this period CTI Route points are not register to other active Subscriber2. So the JTAPI Triggers are also down.

After the Subscriber & Publisher came up then these CTI Route points register with Subscriber 1 and starts working!!!

As per my knowledge these CTI route points should register with Subscriber2(when Subscriber1 & Publisher are down) and should not have any problem.

Please someone help me out regarding this!!!
