Exchange 2003 System Management Tools install problem

I am trying to install the Exchange 2003 System Management Tools on a server MCS-7825-H2-ECS1 server that is running Windows 2003. I used the Unity Platform Configuration Discs that came with the server to load the OS. When I get to the part to install the Exchange tools, I get the following error when I select "Custom" on the component selection screen - > Microsoft Exchange has a unknown installation problem. I then can not install the tools.

What am I missing that is stopping me from installing these tools? I need them in order to finish the Unity 4.2.1 install.

Kindly check that the domain controller is accessible. Exchange Management tools wouldn't install until it could contact all the domain controllers even for sub-domains that are not being used by Unity.
