Two CME and a shared extension

We have two 2851 CME4.1 both with CUE3.0 connected via 1700 routers and a T1 line. there is a user that moves between the two sites that we want to have a single DN and voicemail box.

The following scenario works:

One phone at each site configured with the same primary DN each attached to its own CME.

Calls from the first site to the primary dn get CFNA to a secondary extension at the second site, which CFNA/CFB to the CUE at the second site.

Scenario that doesn't work:

Calls from the first site to the primary dn get CFNA to a secondary extension at the second site, which CFNA/CFB to the CUE at the first site.

Will this configuration work at all, and if so, how do the CME/CUE/GW need to be configured?

There is a lot of hairpinning happening (h323 to sip, h323 to h323 etc) which i would recommend adding,

voice service voip

allow connections h323 to h323

allow connections h323 to sip

allow connections sip to h323

allow connections sip to sip

Good, that was in the config on the CME's and primary gateway router already, in addition to these lines:

no supplementary-service h450.2

no supplementary-service h450.3

supplementary-service h450.12

Also, calls from the PSTN get a 'no mailbox associated' message in both scenarios.
