Yes, command "modem country v12 russia" is in configuration of second router (with PVDM2-36DM)

Then I wouldn't know what to suggest and you may need to give the case to the TAC for help.

The problem is solved. IOS command "network-clock-select 1 E1 1/0" was needed at the beginnig of router configuration (2nd router with E1 PRI and PVDM2-36DM).

Thanks for letting us know. The command is mandatory in all T1 ? E1 application however it didn't occurred to me to ask if you had it.
