Is there a reason why Cisco don't have the Canadian French locale?

I know the user locale only affect the phone display and some system prompts. Some one told me the France French and Canadian French are very different and there are some historical/political reason that people from both places don't like the each other's language even though they are both french. I am not a french ppl and I don't understand french.

So my question is, if that is true, why CCM don't have a Canadian french locale? Unity has Canadian French locale. Or the CCM french locale don't make no difference between France French and Canadian french?
