I have read that it is recommended to first create ACL's using a text editor on a PC, then copy and paste them into the router. What exactly is meant by this ? Does it mean use ftp from the router (or the PC) to transfer the text file from the PC to <filename> in the router's flash memory, then use the command 'copy <filename> running-config' in global config mode to merge the 'access-list' command statements into the running config ? Or can you paste into the router console window on the PC directly and have the commands execute that way ?

Hi
It means the seond option ie
create your acl in a text editor
paste it into the router console / telnet window
apply it to the interface.
