The problem is each router can have more than a few interfaces, so how would CiscoWorks know which interface is appropriate to apply the ACL on? One thing in CiscoWorks that might help a tiny little bit is the "Parameterized Templates" feature, though you'd still have to do most of the heavylifting by creating the template suitably for your need first. Given the nature of this task, the template probably wouldn't be very reusable either.
