I think that, by now, it is no possible. The agent manually has to go to the Ready state.

In IPCC Admin Page, goto Subsystem->RMCM->Resources->select a resource and you will see automatic available. Enable this and your agent should be automatically ready.

Hope this helps, it's the only thing I could find that may work.
