err on upgrading ios on 3600 series router using xmodem

i have a 3600 series router in which i could not boot the system. it comes into rmon mode. im trying to put an ios image through xmodem but it showes me this message kindly advice me how to proceed with this upgradation, i have set the confreg to 0x2102:

The size of the image you are trying to upload is bigger than your flash size. You need to have 32MB flash to be able to upload that image.
