what u ask about is starter licensing, a starter licensing allows customers to get started prior to receiving their license file on a new installation.
this is not available in CCM 5.x and prior
it is available in Cisco Unified Comm manager 6.x
so in addition to the node licesne (publisher server and subscribers servers) u have to order device licesne to be able to add phones in CCMAdmin:
like LIC-CM-DL-xx= device licenses for cisco devices or
LIC-3PTY-DL-xx= for 3rd devices
