Is there a command that will allow me to see the last time an interface changed its up/down state?

The 'show log' will show you the recent ones. If you need historical data, best to enable tracking features on that interface.
For instance:
track 1 interface [interface] line-protocol

I wish there was an easy way to report on how long it's been since the state changed... On my old Nortels It was EASY to determine which patches could be removed in order to free up switch room for new remodels, etc... (this applies to office buildings where tenants move in/out every year or two - and vacate data drops.)

Which device you are using? What is the OS running CatOS or IOS?
If its Cat OS " show loggin buffer 1023 "
If its IOS " show log " or " object tracking" as suggested by Edison.
