Time: 5:00:00 AM

DCOM got error "The service cannot be started, either because it is disabled or because it has no enabled devices associated with it. " attempting to start the service BITS with arguments "" in order to run the server:
{4991D34B-80A1-4291-83B6-3328366B9097}
Running on Windows 2000. OS 4.4aSR9
Any idea's on how to resolve this?
I have noticed that BITS is disabled on both publisher and subscriber so i would imagine that DCOM is not in use?!?
I have found that microsoft has had this issue in some of there OS's but Im not willing to install a windows update that hasn't been released by Cisco.

Hello,
BITS stands for Background Intelligent Transfer Service and is used to download e.g. Microsoft updates when the server's NIC is almost idle (it sort of watches bandwidth utilization).
Please make sure:
- Automatic Updates service is Disabled
- BITS service is Disabled
- the BITS service has no options to start up in case of failure.

Hey G
I have checked all that you suggested and everything is disabled with no failure options

I also noticed this in the Application log
The agent WORKGROUP\PUBLISHER cannot create BITS job MOM_File_Transfer_Job_MOM2005{E06FD78B-AF20-4B15-962B-8B7CF5A78491}. Error description: The service cannot be started, either because it is disabled or because it has no enabled devices associated with it..
Looks like Microsoft Operations is trying to do a file transfer.
